Presidential Orders: What PMB Needs To Know

Presidential Order or Directive, must translate into action.
When President Muhammadu Buhari came out to announce the bail out package for states, we (the country) applauds such development. But, the news coming from BBC Hausa today reveals that no state has seen a single One Naira in the name of bailout. The Bauchi State Governor explained that there was/is no such money coming into the account of any state but, the FG directed CBN to take action. It is on this note that the CBN also contacted the states and demanded that the states should submit the names of their banks which can be directed to issue them soft loans. MY QUESTION HERE: is this the Presidential instruction given to CBN or this is what CBN resolved to do in her own capacity?
On a related development, a Soldier in the war front also lamented over the poor arms and non payment of allowances, even though the Military spokesperson clearly had doubt that the complainer may not be a soldier (but, I did not doubt him). Are we saying that the rest of the bad officers in charge of troops, I mean same officers that were reported to be cutting off soldiers money or deliberately delaying payment of salaries and allowances are no more in the Military? Can the Press/media be allowed to visit the soldiers in the warfront to ascertain their condition?
This is to say, the COAS must investigate this allegation coming from someone in the warfront, let any officer found wanting to be dismissed or be punished according to the military provision.

PMB AND HIS AIDS MUST NOT RELENT IN FOLLOWING UP EVERY SINGLE DIRECTIVES ELSE, INDIVIDUAL OFFICERS ALONG THE CHAIN OF COMMAND MAY BE COMPROMISING HIS ORDERS AND STILL DOING BUSINESS AS USUAL.
